Identification and Placement
Article 14-C of The School Code of Illinois (Oct 1, 1973) mandates all public schools to identify students who come from a non-English language background as part of their enrollment process. Schools require parents or legal guardians to complete a special form called Home Language Survey.
Once a student is identified as coming from a non-English language background, the student is administered an English language proficiency test.
Based on the placement test results, students are identified as English Language Learners (ELL) eligible for placement in an ESL class provided by the District.
